Valve offset is not working on Homematic IP Basic

Dear all,

I come here as I do not find a solution to my problem. I hope that this question have not been answered previously.

I have several Homematic IP Bacics and they are working fine except for one point, the valve ofsset set in advanced mode is not working, i.e. I was expecting that when the temperature is reach, the valve will not totally close (valve is set to 0+valve offset). I put it to several values (even big ones) and the heaters remain cold when the temperature is reached.

Was I wrong thinking that the valve offset will permit to do so? Could you give me clues on how (using CCU and my homematic IP) I can make them be slightly opened (let's say 15%) always?
